The August Council meeting was opened by reciting the Pledge of Allegiance at 6:30 p.m.
Minutes of the July 6, 2026 Council Meeting and July 6, 2026 Budget Workshop reviewed. Council Member Stewart made a motion to approve the minutes. Vice President Pampel seconded the motion. Motion passed with a vote of 5 ayes and 0 nays.
CITIZEN COMMENTS
A concerned citizen brought up the sewage problem at Caboose Campground. Discussion heard. No formal action taken by the Board.
DEPARTMENT REPORTS
UTILITIES – Joshua Longest reported:
Peerless Midwest recently completed pump testing. High Service Pumps 1 and 3 need cleaned. They are not working at maximum capacity. Joshua will obtain a quote for those services.
The filter cells need to be sampled.
Eight lead lines were changed out. The are three more lead lines needing to be changed out before the road paving for this year.
Don Schuh reported:
The Town failed the last part of the toxicity test. We will be retesting.
Work on the sewer line at Caboose Lake was completed. The “T” connection that is installed there will be removed/modified at a date in the future.
He’s been helping as he can with the lead line replacements.
STREETS – Jesse Conn reported:
He’s been working on cleaning up the dump area.
He’s trimming the cemetery trees.
He’s been helping with the lead line replacements as he is able.
PARK – Dale Budde reported:
He is mowing, spraying and keeping up with maintenance at the park.
There has been additional traffic at the park due to the new pickleball courts.
POLICE – John Schuetzenhofer reported:
Police Report for the month filed and distributed to Council. A copy is on file with the Office of Clerk-Treasurer.
Discussed placement of the solar speed limit signs. Town Manager Cripe suggested once both sites are determined, he will contact the property owners for permission to install the solar radar speed signs.
FIRE – Mark Jones reported:
There were many runs during the last month.
The Fire Department went to the flag raising at the Jasper County Fairgrounds and also for a former firefighter’s burial at the Rensselaer cemetery.
Informed Council that the Town’s 1998 Pumper truck failed inspection and presented an estimate in the sum of Three Thousand Eighty-two Dollars Thirty Cents ($3,082.30) to replace the seized oil primer. No discussion heard. Council Member Stewart made a motion to repair the seized oil primer on the 1998 Pumper truck in the sum of Three Thousand Eighty-two Dollars Thirty Cents ($3,082.30). Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.
TOWN MANAGER – Jonathan Cripe reported:
Informed Council the Town received one bid for tree/stump removal. That bid was from Wiseman Tree Service in the sum of Four Thousand Eight Hundred Fifty Dollars ($4,850.00). Vice President Pampel moved to approve the bid from Wiseman Tree Service for tree/stump removal in the sum of Four Thousand Eight Hundred Fifty Dollars ($4,850.00). Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.
Presented Resolution 2026-08-03-001, a Resolution of the Town of Remington, Indiana Declaring an Economic Revitalization Area for Real Property Tax Abatement. Discussion heard. It was noted this is a seven (7) year abatement with a step down of fifteen percent (15%) annually. Council Member Stewart moved to approve Resolution 2026-08-03-001, a Resolution of the Town of Remington, Indiana Declaring an Economic Revitalization Area for Real Property Tax Abatement. Council Member Justice seconded the motion. Motion passed with 5 ayes and 0 nays.
The Town has reached the goal of Fifty Thousand Dollars ($50,000.00) on the Patronicity grant. Town Manager Cripe will begin close-out proceedings.
Regarding the playground project: There will be a pre-bid meeting on August 19. Bids will be opened on August 31 and then be tabled for review by HWC Engineering. Town Manager Cripe requested Council set an additional meeting September 14, 2026, at 5:30 p.m. to approve the bid. There will be a pre-construction meeting at the end of September and work will begin sometime in October.
The pavement asset management plan is being updated.
The Community Crossing Matching Grant will be opening up for applications. Town of Remington will apply.
He recently met with the Lafayette Chamber of Commerce.
He will be meeting with HWC Engineering regarding further steps regarding the subdivision on the west side of town.
Stated we need to update some features at the splash pad over the next several years. He will obtain quotes/information from Vortex.
TOWN ATTORNEY – Rebecca Goddard reported:
She is monitoring two nuisance property lawsuits and will keep Council informed.
Has been working with the Town Manager on the dedicated sewer facility.
Council President inquired about placing any newly hired full-time police officers under contract for a set period of time for reimbursement of expenses incurred by the Town if employment is terminated by the employee before the expiration of that contract.
Stated she had no objection to the Hepatitis A & B Testing for Town employees and the waiver that was generated.
NEW BUSINESS
Resolution 2026-08-03-002, a Resolution Adopting Title VI of the Civil Rights Act of 1964 Plan for the Town of Remington presented. No discussion heard. Council Member Justice moved to approve Resolution 2026-08-03-002, a Resolution Adopting Title VI of the Civil Rights Act of 1964 Plan for the Town of Remington. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.
Bill of Sale and Dedication of Sanitary Sewer Facilities presented on behalf of Presidio Group. No discussion heard. Council Member Schambach moved to approve the Bill of Sale and Dedication of Sanitary Facilities. Council Member Stewart seconded the motion. Motion passed with 5 ayes and 0 nays.
Clerk-Treasurer Budde presented a Hepatitis A & B Testing waiver. Council Member Stewart explained the Town was offering any employee the opportunity to be vaccinated for Hepatitis A & B, paid for by the Town. He further explained it wasn’t mandatory, and an employee could decline their right to the vaccination. Council Member Stewart moved to approve the Hepatitis A & B Testing waiver. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.
OLD BUSINESS –
Town Manager Cripe presented a reduced quote from R D Studio for the design and bid of the donor memorial wall at Remington Park. He informed Council the quote was reduced to Eight Thousand Ninety Dollars ($8,090.00). CLERK-TREASURER
Clerk-Treasurer Budde reminded Council that the public hearing on the 2027 Budget is set for August 31, 2026 at 6:30 p.m. at the Remington Town Hall/ 13 E. South Railroad Street/Remington, Indiana. The budget adoption meeting on the 2027 budget is set for October 5, 2026, at 6:30 p.m. at the Remington Town Hall/13 E. South Railroad Street/Remington, Indiana.
