The meeting was opened at 6:30 p.m. with the reciting of the Pledge of Allegiance.

Minutes of the November 6, 2023 Council Meeting and Executive Meeting reviewed. Council Member Braaksma made a motion to approve the minutes. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.


CITIZEN COMMENTS

Council President Flickner acknowledged Senior Koby Bahler was in attendance for the Council meeting and wished him well in his future plans.


DEPARTMENT REPORTS:


FIRE – Mike Martin reported:

• A copy of the monthly fire report was presented. A copy is on file in the Office of Clerk-Treasurer.

• Presented a quote for the purchase of a new RIT bag (air bag) from MacQueen Equipment in the amount of Seven Thousand Six Hundred Dollars ($7,600.00). Council Member Stewart moved to approve the purchase of a new RIT bag (air bag) from MacQueen Equipment in the amount of Seven Thousand Six Hundred Dollars ($7,600.00). Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.

• The pork burger chili lunch served at the fire station last Saturday was a good day!


POLICE – No report given.


PARK – Dale Budde reported:

• He’s helping vac leaves.

• New partitions have been installed for the restrooms in Shelter #2 and Shelter #3.

• He has been painting those restrooms as time/weather allows.

•Rotten parking posts have been replaced.


STREETS – Don Schuh reported:

• Leaf vac will continue through the end of this week.

• Maintenance is being performed and equipment is getting ready for snow season.


UTILITIES – Mark Jones reported:

• November was a month of holidays and vacations.

• Preparations are being made for cold weather.

• There was a water main break last week and all employees helped to fix it.


TOWN MANAGER – No report.


TOWN ATTORNEY – No report.


OLD BUSINESS

• Council agreed for calendar year 2023 to charge no fees to the Remington Food Pantry.

• The quote from Clark’s Cutting Edge to install an EZ-Flo system in the downtown planters was discussed. Council Member Schambach moved to approve the quote from Clark’s Cutting Edge to install an EZ-Flo system in the downtown planters in the sum of Two Thousand Seven Hundred Ninety Dollars ($2,790.00). Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.


NEW BUSINESS

• A quote from DeFouw Chevrolet for the purchase of a 2024 Chevrolet Equinox LT was presented in the sum of Twenty-eight Thousand Seven Hundred Fifty-one Dollars Seventy-four Cents ($28,751.74). Discussion heard. Council Member Braaksma moved to approve the purchase of a 2024 Chevrolet Equinox LT was presented in the sum of Twenty-eight Thousand Seven Hundred Fifty-one Dollars Seventy-four Cents ($28,751.74). Council Member Stewart seconded the motion. Motion passed with 5 ayes and 0 nays.

• Public Official Bonds for Terri Budde, Jonathan Cripe, and Miranda Hathaway were presented for approval. Vice President Pampel moved to approve the public official bonds for Terri Budde, Jonathan Cripe, and Miranda Hathaway for 2024. Council Member Braaksma seconded the motion. Motion passed with 5 ayes and 0 nays.

• An Engagement Letter from Baker Tilly was presented. This engagement is for the purpose of conducting a rate study for water and wastewater. Discussion heard. Council Member Stewart moved to approve the engagement letter with Baker Tilly. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.

• A quote for the purchase of a new Dell laptop for the Police Department in the amount of One Thousand Forty-one Dollars Thirty-two Cents ($1,041.32) was presented. No discussion heard. Council Member Braaksma moved to approve the purchase of a new Dell laptop for the Police Department in the amount of One Thousand Forty-one Dollars Thirty-two Cents ($1,041.32). Council Member Stewart seconded the motion. Motion passed with 5 ayes and 0 nays.


CLERK-TREASURER

• The 2024 fire contract was presented. Discussion heard. Council Member Schambach made a motion to approve the 2024 fire contract. Vice President Pampel seconded the motion. Motion approved with 5 ayes and 0 nays.

• The October 31, 2023 and November 30, 2023 financial statements and Fund Reports were presented and reviewed. Council Member Braaksma made a motion to approve the October 31, 2023 and November 30, 2023 financial statements and Fund Reports. Vice President Pampel seconded the motion. Motion approved with 5 ayes and 0 nays.

• October 2023 and November 2023 Combined Appropriation/Revenue Detail History by Fund Reports presented and reviewed. Council Member Stewart moved to approve the October 2023 and November 2023 Combined Appropriation/Revenue Detail History by Fund Reports. Council Member Braaksma seconded the motion. Motion approved with 5 ayes and 0 nays.

• November 2023 Payroll Distribution Detail presented. No discussion heard. Vice President Pampel moved to approve the November 2023 Payroll Distribution Detail. Council Member Braaksma seconded the motion. Motion passed with 5 ayes and 0 nays.

• Resolution 2023-12-04-001, a Resolution to Transfer Funds of the Town of Remington, Jasper County, Indiana, for the year 2023 to Balance Funds for Council Action Pursuant to IC 6-1.1-18-1 presented. No discussion heard. Council Member Braaksma moved to approve Resolution 2023-12-04-001, a Resolution to Transfer Funds of the Town of Remington, Jasper County, Indiana, for the year 2023 to Balance Funds for Council Action Pursuant to IC 6-1.1-18-1. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.

• Vice President Stewart moved to approve the claims as presented. Council Member Braaksma seconded the motion. Motion approved with 5 ayes and 0 nays.

• Clerk-Treasurer Budde informed Council that the Town had received its 1782 Notice for the 2024 budget and it was approved.
