The meeting was opened at 6:30 p.m. by President Flickner with the reciting of the Pledge of Allegiance.


Minutes of the October 6, 2025 Council Meeting, October 6, 2025 Public Adoption Hearing for the 2026 Budget, and the October 6, 2025 Executive Meeting minutes reviewed. Council Member Schambach made a motion to approve the minutes. Council Member Justice seconded the motion. Motion passed with a vote of 5 ayes and 0 nays.


RWCDC/MAINSTREET – Sandy Miller reported:


  • Senior Café will be held at the Wolcott Christian Church on November 19, 2025. Anyone over the age of 55 is welcome!

  • Remington Main Street is selling poinsettias again this year. You can order from any Main Street member or online.

  • November 4, 2025 Main Street will decorate the Depot and fence uptown.

  • November 21, 2025 at 6:00 p.m. we will light up the downtown and enjoy cookies and hot cocoa.

  • There were lots of people and trick-or-treaters October 25 when the Town celebrated Halloween.

DEPARTMENT REPORTS:


UTILITIES/STREETS


Mark Jones reported:


  • He has heard nothing on the lift station control project.

  • The chlorine and sulfur dioxide are done for the remainder of this year.

  • Don Schuh and Josh Longest are both signed up for a wastewater class. It will be held here in Remington, Indiana. Because Remington is hosting, one of the Remington employees will attend at no charge.

  • The new water line at Carpenter Creek is turned on and operational.

  • The water line on the highway is off but the Town still needs to complete some work around the fire hydrant.

  • Leaf vacuuming will be starting this week.

  • Once leaf pick-up ends, Don Schuh will work at the wastewater plant, training under Mark.

  • The burn ban remains in effect through this Friday, November 7, 2025.


POLICE - Marshal Schuetzenhofer reported:


  • The monthly police department report was presented to Council. A copy is on file with the Office of Clerk-Treasurer.

  • Presented a quote from LaPorte Chrysler Dodge to install a cage in Deputy Baird’s squad car. The quote is in the amount of Two Thousand Three Hundred Fifty Dollars ($2,350.00). Vice President Pampel moved to approve the installation of a cage in Deputy Baird’s squad car at a cost of Two Thousand Three Hundred Fifty Dollars ($2,350.00). Council Member Stewart seconded the motion. Motion passed with 5 ayes and 0 nays.

  • Re-addressed the issue of allowing reserve police officers to work for the Town of Remington. Attorney Goddard presented Council with a copy of the ordinance currently in effect as well as some points for discussion regarding having police reserve officers for the Town of Remington. Discussion heard. Council decided to table this subject to be concluded at a workshop December 15, 2025, immediately following the regular Council meeting.

  • Marshal Schuetzenhofer brought up the Town retaining the 2018 Dodge Charger so the Police Reserve Officer can use that squad when on duty. The decision to retain the 2018 Dodge Charger or sell it was tabled to the December 15, 2025 Police Reserve Workshop immediately following the Council meeting.


FIRE –Mike Martin reported:


  • The monthly fire department report was presented to Council. A copy is on file with the Office of Clerk-Treasurer.

  • The annual chili and pork burger dinner will be December 6, 2025 from 11:00 a.m. to 3:00 p.m.

  • The Town fire engine has been repaired and is back in service.


PARK – Dale Budde reported:


  • Mowing was completed for the last time for 2025.

  • All shelters and the concession stand have been winterized.

  • A swinging bench at the old Town Park was repaired.

  • The pickleball and tennis nets have been taken down for this year.

  • He’s helping with leaf vacuuming.


TOWN MANAGER - Jonathan Cripe reported:


  • Presented an engagement letter from Baker Tilly to complete an industrial park prospect plan to aid the Town in making decisions on businesses that want to relocate to Remington. The cost of this prospect plan is in the sum of Ten Thousand Dollars ($10,000.00), which will be paid from TIF funds. No discussion heard. Vice President Pampel moved to approve the engagement letter from Baker Tilly to complete an Industrial Park prospect plan in the sum of Ten Thousand Dollars ($10,000.00). Council Member Justice seconded the motion. Motion passed with 5 ayes and 0 nays.

  • Presented an engagement letter from Copeland Law LLC. If approved the process will begin to present a unified aquafer offer. Beth Copeland’s hourly rate will be Four Hundred Twenty-five Dollars ($425.00) an hour. Council Member Stewart moved to approve the engagement letter from Copeland Law LLC. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.

  • Presented a quote from Voglund Nursery for the purchase of 9 shade trees and 37 spruce trees in 2026 in the sum of Four Thousand Seven Hundred Seventeen Dollars ($4,717.00). No discussion heard. Council Member Schambach moved to approve the purchase of 9 shade trees and 37 spruce trees in 2026 in the sum of Four Thousand Seven Hundred Seventeen Dollars ($4,717.00). Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.

  • Notified Council that the Town will be applying for a grant to develop a utility master plan through KIRPC.

  • Informed Council that INDOT is currently offering a grant for projects eligible under the federal transportation highway bill. Town Manager Cripe will be working with KIRPC to see if the Town has any projects that would qualify for applying for this grant.

  • Lead service line letters have been mailed out.

  • The Community Crossings Grant application for 2026 has been submitted.

  • The Pavement Asset Management Plan has been accepted through LTAP.

  • He has completed continuing education pursuant to the notary public requirements.

  • Road corrections on the LTAP inventory maps have been sent in.

  • He will be making contact with our representative and senator to move Carpenter Township to the Eastern Standard Time Zone.

  • Tuesday – Thursday next week he will be attending a parks and recreation conference.

  • This Friday he will attend a virtual AI webinar.

  • Thursday he will travel with Sandy Miller to celebrate the 40th anniversary of the Main Street organization at the State House.

  • He has sent out 22 nuisance letters.


TOWN ATTORNEY – Rebecca Goddard reported:


  • Presented Ordinance 2025-11-03-001, an Amended Ordinance of the Town of Remington, Indiana To Establish Traffic Schedule III: One-Way Streets. No discussion heard. Council Member Stewart moved to approve Ordinance 2025-11-03-001, an Amended Ordinance of the Town of Remington, Indiana To Establish Traffic Schedule III: One-Way Streets. Council Member Justice seconded the motion. Motion passed with 5 ayes and 0 nays.

  • HWC Engineering Agreement to Provide Services was reviewed by Attorney Goddard and she has no concerns with the language contained in the Agreement to Provide Services. Council Member Justice moved to approve HWC Engineering’s Agreement to Provide Services regarding a comprehensive plan being developed for Town of Remington. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.

  • Attorney Goddard is doing some research to assist with some of the nuisance properties that have been mailed letters. She will possibly be following up with additional letters.


OLD BUSINESS


  • Remington trash rates were discussed. The Town currently charges each resident Sixteen Dollars ($16.00) per month for 1 trash container. Town Manager Cripe suggested raising the monthly fee to Eighteen Dollars ($18.00) per month to offset price increases over the next three years. Discussion heard. Council agreed to increase the monthly trash fee to Eighteen Dollars ($18.00) per month effective 2026. Attorney Goddard noted there will have to be a public hearing on the price increase before it can become effective.


NEW BUSINESS:


  • 2026 proposed meeting dates presented and approved without discussion.

  • Clerk-Treasurer Budde presented information regarding the Town of Remington obtaining cyber security insurance. Discussion heard. Council Member Stewart moved to approve Option #2, providing Two Million Dollars ($2,000,000.00) in coverage to the Town of Remington with an annual premium of Four Thousand Seven Hundred Twenty-seven Dollars ($4,727.00). Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.


CLERK-TREASURER


  • October Payroll Hours - Detail Report presented and reviewed. No discussion heard. Council Member Justice moved to approve the October Payroll Hours - Detail Report. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.

  • October Combined Receipt/APV Report presented and reviewed. No discussion heard. Council Member Schambach moved to approve the October Combined Receipt/APV Report. Council Member Justice seconded the motion. Motion passed with 5 ayes and 0 nays.


Council Member Stewart moved to approve the claims as presented for November. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.
