Council meeting opened with the Pledge of Allegiance at 6:31 p.m.
Minutes of the September 8, 2025 Council Meeting and September 8, 2025 Budget Public Hearing reviewed. Council Member Justice made a motion to approve the Council minutes and the Budget Public Hearing minutes. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.
RWCDC/MAIN STREET – Sandy Miller
The next Senior Café will be held on October 15, 2025 at 5:00 p.m. at the Wolcott Christian Church for adults 55+. It will be a fun evening of dinner and bingo!
Apple cider and popcorn will be served on October 25, 2025 from 6:00 p.m. to 9:00 p.m.

DEPARTMENT REPORTS
FIRE – Mike Martin
Fire Report distributed to Council. A detailed report is on file with the Office of Clerk-Treasurer.
The Fire Department will be visiting the school this Friday during fire prevention week.
The County issued a burn ban county-wide.
The Town truck has been repaired and is back in service.
All DOT inspections have been completed on all of the fire trucks.
UTILITIES – Mark Jones reported:
Sewage:
He met with Wessler Engineering and Schneider Electric regarding the main lift station controls.
There was a large amount of locates for the month.
He is beginning to prepare the plant and lift stations for cold weather.
Water: Joshua Longest reported:
Grimmer Construction is still working on relocating the water line.
Lots and lots of locates are being done.
He will be flushing hydrants the rest of this week.
There is a new water line tap to install.
Two storm drains will be installed.
There will be a line stop placed on Ohio Street and US 24.
STREETS – No report
POLICE – John Schuetzenhofer reported:
Police report distributed to Council. A copy of said report is on file in the Clerk-Treasurer’s Office.
Discussed complaints the police department has been receiving regarding the one-way street on North Kentucky Street. Discussion heard. Attorney Goddard presented Ordinance 2025-10-06-003, an Ordinance of the Town of Remington, Indiana to Establish Traffic Schedule III: One-Way Streets. No further discussion heard. Council Member Schambach moved to approve Ordinance 2025-10-06-003, an Ordinance of the Town of Remington, Indiana to Establish Traffic Schedule III: One-Way Streets. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays. Town Manager Cripe noted there will be an amendment to this ordinance presented at the November meeting to add an additional one-way street.
Someone is wanting to serve as a reserve police officer for the Town of Remington. Marshal Schuetzenhofer will meet with Attorney Goddard to update the Police Reserve Resolution before any further action is taken by the Town Council.
Requested permission to install a cage in Officer Baird’s squad vehicle. Council was in agreement and directed Marshal Schuetzenhofer to present a quote at the November Council meeting.
PARK – Dale Budde reported:
Spear replaced the media filters at the splash pad after Labor Day.
New mulch has been spread in the little kids’ playground area.
Dale and Town Manager Cripe installed markers for no parking along the roadside for the soccer games/practices.
TOWN MANAGER – Jonathan Cripe reported:
He is working with CompTECH21 to convert the Town’s website from a .org to an in.gov.
Requested that Council close North Railroad Street and South Railroad Street and, if needed, Ohio Street from North Railroad to South Railroad Streets Saturday, October 11, 2025, for Bob and Connie’s Street Fest. No discussion heard. Council Member Justice moved to approve the closing of North Railroad Street and South Railroad Street and, if needed, Ohio Street from North Railroad to South Railroad Streets Saturday, October 11, 2025, for Bob and Connie’s Street Fest. Council Member Stewart seconded the motion. Motion passed with 5 ayes and 0 nays.
He has been working with Attorney Goddard regarding several nuisance properties in town. Letters have been mailed.
He has been working with Marshal Schuetzenhofer for the removal of non-running vehicles in the town.
The elevator has been purchased. The new owner is cleaning it up. There is between 20,000 and 40,000 pounds of corn in the bottom of the elevator that the owner is working on removing. The owner is also working with an exterminator to deal with the rat/rodent problem.
The Homestead would like to partner with the Town of Remington to use the Depot for catering. Town Manager Cripe suggests the Town allow the Homestead to rent the Depot for Seventy-five Dollars ($75.00) per day with the Homestead providing the liability insurance. The Homestead would not be charged a security deposit, and booking of the Depot would be arranged through the Utility Billing Clerk. Homestead would be invoiced quarterly from the Town of Remington for the use of the Depot. Discussion heard. Vice President Pampel moved to approve the agreement with the Homestead to rent the Depot for Seventy-five Dollars ($75.00) per day with the Homestead providing the liability insurance. The Homestead would not be charged a security deposit, and booking of the Depot would be arranged through the Utility Billing Clerk. Homestead would be invoiced quarterly from the Town of Remington for the use of the Depot. Council Member Stewart seconded the motion. Motion passed with 5 ayes and 0 nays.
The HWC Comprehensive Plan discussion will be tabled to the November Council meeting to allow Attorney Goddard to review the contract.
He is working on the application for the Community Crossings Matching Grant which opened in October.
He is working on updating the Paser ratings with LTAP.
The Christmas Tree and decorations will be put up early November.
Lead service line letters will be mailed soon.
Presented a quote from FFC Fencing in the amount of Eight Thousand Three Hundred Ten Dollars ($8,310.00) to replace the fencing/doors/gates around the tennis court at the park. No discussion heard. Council Member Schambach inquired when the Kentucky Street Bridge would be completed. Town Manager Cripe stated it should be completed in 1 -2 weeks.

The September 2025 financial analysis was presented to Council. Council Member Stewart made a motion to approve the September 2025 Financial Analysis. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.
