Council meeting opened with the Pledge of Allegiance at 6:34 p.m.


Minutes of the September 9, 2024 Council Meeting and September 9, 2024 Budget Public Hearing, reviewed. Council Member Braaksma made a motion to approve the Council minutes and the Budget Public Hearing minutes. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.


WESSLER ENGINEERING – Jon Borgers


Presented a proposal for professional services for the Main Lift Station Control project. Discussion heard. Council Member Stewart moved to approve the professional services in the sum not to exceed Seventy-eight Thousand Dollars ($78,000.00) based on time and material. Council Member Schambach seconded the motion. Motion passed with 5 ayes and 0 nays.


RWCDC/MAIN STREET – Sandy Miller


  • The next Senior Café will be held on October 16, 2024 for adults 55+. It will be a fun evening of dinner and bingo!

  • The Remington Main Street Organization will be hosting its poinsettia fundraiser this year. Information should be available soon.

  • Apple cider and popcorn will be served on October 26, 2024 from 6:00 p.m. to 9:00 p.m.


CITIZEN COMMENTS -


A citizen requested clarification on the issue of having all Town Council members serve in at-large positions.

A citizen thanked the Town for fixing the pothole/rough spot on Harrison Street.


DEPARTMENT REPORTS

FIRE – Mike Martin

  • Fire Report distributed to Council. A detailed report is on file with the Office of Clerk-Treasurer.

  • The Fire Department will be visiting the school during fire prevention week. The Fire Department will hold an open house at the fire station from 6:00 p.m. to 8:00 p.m.

  • The County issued/extended the burn ban through October 14, 2024.

  • The training tower in Rensselaer, Indiana is completed. There will be a ribbon-cutting ceremony on October 24, 2024 at 8:00 p.m.

  • One fireman resigned this month.


UTILITIES – Mark Jones reported:


Sewage:


  • A bottom float at the lift station was lost.

  • The sewer line extensions are completed.

  • One new air diffuser was installed in the north pond.


Water:


  • An 8” main water line on US 24 was recently fixed.

  • A water leak at O’Neall’s was recently fixed.

  • The 12” main water line that was hit by a boring company was repaired recently.


POLICE – John Schuetzenhofer reported:


  • Police report distributed to Council. A copy of said report is on file in the Clerk-Treasurer’s Office.

  • Presented an estimate from Bartronics for a new portable radio for the new deputy at a cost of Two Thousand Two Hundred Seventy-three Dollars Forty-seven Cents ($2,273.47). Discussion heard. Council Member Braaksma moved to approve the purchase of a new portable radio from Bartronics in the amount of Two Thousand Two Hundred Seventy-three Dollars Forty-seven Cents ($2,273.47). Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.

  • Has had conversation with Bob and Connie’s owners regarding their 10th anniversary Street Fest. Marshal Schuetzenhofer informed Council there will be two officers working that evening.


STREETS –Don Schuh:


  • Normal stuff plus assisting the water department with the water leaks.

  • Don will move to the wastewater plant for fall and winter to start training.


PARK – Dale Budde reported:


  • He installed handrails for the stairs in the press boxes.

  • The bridges on the walking trail have been water sealed.

  • The merry-go-round at the old park has been painted and updated.

  • Shelter 1 cement blocks have been removed and it was recently painted by a senior completing community service hours as a graduation requirement.

  • The baseball dugouts will be getting resurfaced soon.


TOWN MANAGER – Jonathan Cripe reported:


  • Presented a quote from Green Sign Company for 3 Gateway signs, 3 Way Finding signs, and 1 Park sign for a total of One Hundred Thirty-seven Thousand Seven Hundred Ninety-three Dollars ($137,793.00. Town Manager Cripe reported the Town had been awarded a Thirty Thousand Dollar ($30,000.00) tourism grant through Jasper County, leaving the Town a balance to be paid of One Hundred Seven Thousand Seven Hundred Ninety-three Dollars ($107,793.00). No discussion heard. Council Member Stewart moved to approve the quote from Green Sign Company in the sum of One Hundred Thirty-seven Thousand Seven Hundred Ninety-three Dollars ($137,793.00). Council Member Braaksma seconded the motion. Motion passed with 5 ayes and 0 nays.

  • Presented a quote from FBi Builders to recover/reskin Shelter #3 in the sum of Forty-one Thousand Four Hundred Twenty-two Dollars ($41,422.00). No discussion heard. Council Member Braaksma moved to approve the quote from FBi Builders to reskin Shelter #3 in the sum of Forty-one Thousand Four Hundred Twenty-two Dollars ($41,422.00). Vice President Pampel seconded the motion. Motion passed with 4 ayes and 1 abstain (Schambach).

  • Presented a quote from Fairmount Doors for twelve (12) overheard doors to be installed in Shelter #3 at a cost of Fifteen Thousand Six Hundred Dollars ($15,600.00). No discussion heard.   • The issue of the boil order and notification to the town citizens was heard. Town Manager Cripe is checking with companies who offer a community notification system. He will present information at a later date.

  • Update on the lead service line inventory – one hundred eighty-three (183) letters are ready and will be mailed out this week. He is hopeful we will be eligible for a grant or SRF opportunity to help fund this project.

  • The Town now owns the property where the street barn will be constructed. The Town’s next step is to complete site work and stone placement so the site is ready for construction.

  • A couple landlords have contacted Town Manager Cripe regarding raising the amount the Town charges for a meter deposit.

OLD BUSINESS – None


NEW BUSINESS

  • Discussion/explanation of the Wreaths Across America program was presented. Wreaths will be placed at the Remington Cemetery this year, with the hope of including the Sacred Heart Cemetery next year. We need 350 wreaths to cover all military members in the Remington Cemetery. We are currently at 205 wreaths.

  • Trick or Treat will be held on October 26, 2024 from 6:00 p.m. to 9:00 p.m.


CLERK-TREASURER


September Employee Distribution Summary was presented. No discussion heard. Council Member Stewart moved to approve the September Employee Distribution Summary. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.

The September Combined Appropriation/Revenue Detail History By Fund was presented. Council Member Braaksma moved to approve the September Combined Appropriation/Revenue Detail History By Fund. Council Member Stewart seconded the motion. Motion passed with 5 ayes and 0 nays.

A Petition to Appeal For an Increase Above the Maximum Levy was presented. Discussion heard. The Petition was approved and signed by Council. The September 2024 financial statement was presented to Council. Council Member Braaksma made a motion to approve the September 2024 Financial Statement. Vice President Pampel seconded the motion. Motion passed with 5 ayes and 0 nays.


Council Member Stewart moved to approve the claims as presented for October. Council Member Braaksma seconded the motion. Motion passed with 5 ayes and 0 nays.


There being no further business to discuss, the Council meeting was adjourned at 7:15 p.m.
